دور موازنة البرامج والمحاسبة على الأداء فى مكافحة الفقر

Abstract

تشاد دولة نامية تتمتع بموارد طبيعية متعددة، تتمثل في أراضي زراعية واسعة، وثروة حيوانية كبيرة، وبمستودعات ضخمة من المعادن مثل النطرون الطبيعي، اليورانيوم والذهب والحديد والزنك والرخام، كما أثبتت الاكتشافات الحديثة وجود مخزون استراتيجي من البترول، ولكن برغم الموارد الطبيعية المتعددة إلا أنها تصنّفُ من أفقر بلدان العالم، ويرجع ذلك أساساً إلى ضعف الأمن الناتج عن عدم الاستقرار السياسي من ناحية، وضعف الأداء الإداري والمالي من ناحية أخرى، فالفقر في تشاد له خصوصية من حيث الأسباب والظواهر تختلف عن المُتعارف عليه دوليّاً، حيث رسمت معالمه المعطيات التاريخية، وإرثها الثقافي من خلال الأنظمة السياسية المتعاقبة؛ يلزم أخذها في الحسبان عند وضع استراتيجيات مكافحة الفقر.

Chad is a developing country which have various natural resources, as wide farmlands, a big animal resources and a huge warehouses of metals such as natural nitrite , uranium , gold, iron, zinc and marble , as recent discoveries have proved the existence of a strategic stock of oil , but despite various natural resources but it is classified as one of the poorest countries in the world and it basically due to poor security resulting from political instability on the one hand and the weakness of the administrative and financial performance on the other hand , and the poverty in Chad has a special concern wherefrom the causes and phenomena which differ from which is accepted internationally , where the historical data made its features and its cultural inheritance through Successive political systems need to be taken into account when carrying out strategies of anti poverty .
