، أدت جهود التنمية فى مصر إلي اختلال التوازن بين المحافظات المختلفة و ظهور الفوارق بينها، وقد نتج عن ذلك تحطيم قدرات بعضها وتخلغها النسبي بالمقارنة بالمحافظات الأخرى. ويرجع ذلك ساسا الى غفال محور الحيزأو البعد المكاني عند وضع الخطة فقد بنيت علي أساس قطاعى مما أدى إلي تركيز الأنشطة و السكان في عدد محدود من المحافظات المتقدمة Development efforts in Egypt have led to an imbalance between the different governorates and the emergence of differences between them. This has resulted in the destruction of the capabilities of some of them and their relative backwardness compared to other governorates. This is mainly due to the neglect of the axis of space or spatial dimension when developing the plan. It was built on a sectoral basis, which led to the concentration of activities and population in a limited number of advanced governorates.
