dc.description.abstractتستهدف هذه الدراسة تحديد أهم مناهج إدارة الجودة الشاملة التى يجب الارتكاز عليها عند تقييم أداء قطاعات الخدمات ورصد التقدم المحرز فى أداء قطاع المرافق العامة فى مصر مع توصيف وتقييم الوضع الحالي له فى أهم القطاعات التى يتضمنها (المياه والصرف الصحي - الكبارى - الاتصالات ) والتى وقع عليها الاختيار ، ومعرفة إمكانية ومدى تحقيق أهداف تطوير القطاع من واقع برنامج القيادة السياسية فى مصر والأهداف التنوية للألفية الثالثة ،مع تسليط الضوء على القضايا الأساسية والتحديات التى تساهم فى التوصل الى تصور لمعالم الأسترتيجية والبرامج التنموية اللازمة لتحقيق تطوير قطاعات المرافق العامة الخمسة المختارة.ar
dc.description.abstractIn Egypt, decision makers give great importance to the sectors of public utilities and basic infrastructure services, because of their direct link to economic growth and socio-economic development, and because they meet the basic and essential needs of Egyptian citizens. In spite of the concrete achievements made in such sectors, they still encounter a number of obstacles, the most important of which, is the dissatisfaction of citizens vis-à-vis the quality of their services, and that services are being rendered only in big cities, thereby creating a huge gap in between rural and urban areas. Furthermore, the investments failed to meet the continuing rising population, especially in view of the World Bank’s reduced funding plus the reduced investment by the private sector, as well as the rising cost in the establishment, operation and maintenance of such projects. The study aims at identifying the most important total quality management methods in evaluating the performance of the services sectors, and monitoring progress achieved in the performance of the public utilities sector in Egypt (water and sanitation, electricity, roads and highways, and telecommunications).
