اذا كان مفهوم التنمية الاقتصادية يعنى استخدام الموارد الاقتصادية - بشرية كانت أو مادية - المتاحة في المجتمع احسن استخدام ممكن لكى تدر اكبر عائد وتستفيد منها الدولة اكبر استفادة ممكنة بهدف زيادة الدخل القومى ورفع مستوى المعيشة.
فإن مفهوم التنمية السياحية يعنى تعظيم دور النشاط السياحي في نمو الإقتصاد القومى ومن ثم زيادة موارد الدولة من النقد الأجنبى مما يؤدى الى تحسين وضع ميزان المدفوعات هذا بالأضافة الى خلق فرص عمل جديدة مباشرة وغير مباشرة ونمو العديد من الأنشطة السياحية المختلفة في الدولة نتيجة للتشابك القطاعى بينها وبين قطاع السياحة وكذلك توسيع رقعة البلاد العمرانية عن طريق خلق مناطق جذب سياحية سكانية جديدة في المناطق النائية . If the concept of economic development means using available economic resources—whether human or material—in the best possible way to yield the highest return and benefit the state as much as possible, with the aim of increasing national income and raising the standard of living, then the concept of tourism development means maximizing the role of tourism activities in the growth of the national economy. This, in turn, increases the state's foreign currency resources, leading to an improvement in the balance of payments. Additionally, it creates new direct and indirect job opportunities and fosters the growth of various tourism activities in the country due to the interconnection between the tourism sector and other sectors. It also expands the urban area of the country by creating new population attractions in remote areas.
