تتناول استراتيجيات التنمية الإقليمية، حيث تشمل استراتيجية الانتشار، استراتيجية التركيز، واستراتيجية الانتشار بطريقة مركزة. تهدف هذه الاستراتيجيات إلى معالجة مشاكل المدن الكبرى من خلال سياسات محددة. يعتبر مفهوم أقطاب النمو أحد الأساليب الفعالة، حيث يتم تعريفه وتوضيح أهميته في تحقيق التنمية. تشمل المعايير لاختيار أقطاب النمو معيار الميزة النسبية، الطاقة الاستيعابية للمنطقة، مدى مساهمة المنطقة في تحقيق أهداف التنمية، وإمكانيات النمو. كما تناول القيود التي قد تواجه نمو الأقطاب والبدائل والسياسات المرافقة لهذه الاستراتيجية، مما يساعد في تحقيق توازن بين النمو المتوازن وغير المتوازن.
