تخطيط الرعاية الاجتماعية/ Planning of Social Welfare.

Abstract

ان موضوع تخطيط الرعاية الاجتماعية يبدو في شكله الخارجي أنه في غير حاجة الى التعريف ، فمصطلحاته لها من الشيوع والانتشـــــــــــــــار ما يجعلها مألوفة وخاصة بين المشتغلين بالعمل الاجتماعي بوجه عام والمهتمين بالتخطيط كأداة ارادية للتغير بوجه خاص . ولكن العلاج العلمى للموضوع يتطلب الاتفاق - منذ البداية ـ على مفاهيم دقيقة للمصطلحات المستخدمة في هذا الموضوع-ينبغى أولا تحديد ما تعنيه بالرعاية الاجتماعية : هل نتناولها بمعناهاالواسع الذي يقابل المصطلح الانجليزى Social Welfare ام نتناولها بمعناها الضيق الذي يقابل مصطلحSocial Care

The topic of social welfare planning seems to be in no need of definition, as its terminology is common and spread that makes it familiar, especially among those engaged in social work in general and those interested in planning as a voluntary tool for change in particular. But the scientific treatment of the topic requires agreement - from the beginning - on the precise concepts of the terms used in this topic - we should first define what we mean by social welfare: Do we take it in a broad sense, corresponding to the English term Social Welfare, or do we take it in a narrow sense, corresponding to the term Social Care?
