Abstract

The study highlights that the concept of "need" only makes sense in relation to goals or objectives, and this applies to education as well. It is impossible to determine what is "necessary" or "desirable" in education for individuals or societies without identifying relevant goals. Once goals are identified, the feasibility of achieving them through education can be assessed, along with the effort required. However, the means-to-ends relationship is often unclear or non-quantifiable. The study emphasizes that educational needs vary with objectives, whether vocational, political, or social. Individual educational needs depend on multiple aspirations, and this principle also applies to societies. Societal educational dimensions include vocational training, fostering enlightened citizenship, and ensuring internal stability and harmony.
