Abstract

Therefore, it became essential to have organized authorities with sufficient power to regulate these relationships to ensure not only the satisfaction of current needs but also to foster their growth in the future. This public authority is the state, which has been recognized as crucial for intervening in the economic and social affairs of society, a recognition that stems from a long evolution reflecting economic and social philosophies developed under the pressures of economic, political, and social conditions.
