Balance of National Economy – An Instrument of Long Term Planning/ميزان الاقتصاد الوطني – أداة للتخطيط على المدى الطويل

Abstract

The study discusses the Balance of National Economy as an instrument of economic policy, representing a system of economic figures and relations that illustrate the key characteristics of the reproduction process in the national economy over a specific period. It shows the circulation of material products (total output) and the corresponding monetary flows, as well as employment, utilization of productive assets, international economic relations, and living standards. Additionally, it highlights the increase in society's productive forces and changes in property relations. The balance provides a summarized view of all occurrences in the national economy, allowing for the assessment of proportionality in economic development and the existence of necessary equilibrium equations. This system is based on Marxist theory of reproduction and is used for formulating economic policy and monitoring its implementation to achieve desired goals.

يتناول البحث ميزان الاقتصاد الوطني كأداة للسياسة الاقتصادية، حيث يُمثل نظامًا من الأرقام والعلاقات الاقتصادية التي توضح الخصائص الأساسية لعملية إعادة الإنتاج في الاقتصاد الوطني خلال فترة معينة. يُظهر الميزان تداول المنتجات المادية (الإنتاج الكلي) والماليات المرتبطة بها، بالإضافة إلى التوظيف واستخدام الأصول الإنتاجية والعلاقات الاقتصادية الدولية ومستوى المعيشة. كما يُبرز زيادة القوى الإنتاجية للمجتمع وتغيرات العلاقات الملكية. يُقدم الميزان صورة ملخصة عن جميع ما يحدث في الاقتصاد الوطني، مما يمكن من تقييم ما إذا كانت هناك تناسبية في التنمية الاقتصادية ووجود معادلات التوازن اللازمة. يعتمد هذا النظام على نظرية ماركس لإعادة الإنتاج ويستخدم في صياغة السياسة الاقتصادية ومراقبة تنفيذها لتحقيق الأهداف المرجوة.
