Abstract

انتشر التخطيط في العالم مؤخرًا، مما أدى إلى ظهور نتائج لبعض الخطط التي تدعو إلى ضرورة مواكبة التقدم من خلال دراسات واعية. تُظهر التجارب مثل الخطة اليوغوسلافية نجاحًا منذ الستينيات، بينما تكشف دراسات مقارنة أخرى عن خطط لم تحقق معدلات النمو المرجوة، خاصة في بعض الدول الآسيوية. تسلط هذه الدراسات الضوء على أهمية التنسيق الإداري في تنفيذ المشاريع التنموية، مما يثير تساؤلات حول الاستفادة من تجارب الدول الأخرى. تهدف هذه الدراسة إلى مناقشة مبدأ اللامركزية في التخطيط، حيث يبدأ التخطيط من القاعدة وينتهي إلى تحقيق أهداف الإنتاج في القرية. يُعتبر أن المركزية تعيق التقدم الاجتماعي والفردي، وأن اللامركزية تعزز الحرية والعدالة والتعاون بين الأفراد.

Planning has recently spread worldwide, leading to the emergence of results from certain plans that highlight the need for informed studies to keep up with progress. Experiences like the Yugoslav plan have shown success since the 1960s, while comparative studies reveal plans that failed to achieve desired growth rates, particularly in some Asian countries. These studies emphasize the importance of administrative coordination in implementing development projects, raising questions about learning from other countries' experiences. This study aims to discuss the principle of decentralization in planning, starting from the grassroots to achieve production goals in the village. It posits that centralization hinders social and individual progress, while decentralization fosters freedom, justice, and cooperation among liberated individuals.
