Spatial planning issues relate to an analytical understanding of the environment and the historical factors that have led to the current state of urban agglomerations. Each urban agglomeration represents an individual spatial, social, and demographic phenomenon, meaning solutions cannot be generalized or imposed if they are incompatible with the optimal development direction of that agglomeration. An analogy can be drawn to medicine, where each living organism requires an individual diagnosis; despite the diversity of these diagnoses, they must align with general treatment principles. Similarly, there are specific development regularities for towns and settlements, and understanding these is essential for effective planning.
