Abstract

تؤكد الدراسة أن ثروة المجتمع لا تقتصر على الموارد الطبيعية فقط، بل تعتمد بشكل أساسي على الموارد البشرية باعتبارها العامل الحاسم في استثمار هذه الموارد. تعاني الدول النامية رغم وفرة الموارد الطبيعية من ضعف استغلالها بسبب نقص القوى العاملة المدربة والخبرات الفنية. كما تواجه الدول المستوردة للعمالة تحديات ثقافية واجتماعية تعيق التكيف. لذا، يصبح التخطيط الاستراتيجي للقوى البشرية ضرورة لتقدير العرض الحالي والمستقبلي للقوى العاملة، مع التركيز على الكم والكيف. كما يُراعى في التخطيط توزيع الاستثمارات، معدلات الإنتاج، والتطور التكنولوجي، لضمان الاستخدام الأمثل للموارد البشرية وتعزيز التنمية الاقتصادية والاجتماعية.

The study highlights that a society’s wealth is not limited to natural resources but heavily relies on human resources as the key factor in leveraging these resources. Despite abundant natural wealth, developing countries often fail to utilize it effectively due to a lack of skilled labor and technical expertise. Importing labor poses cultural and social adaptation challenges. Therefore, long-term workforce planning is crucial to assess the present and future labor supply, considering both quantity and quality. Workforce planning also involves aligning labor needs with investment distribution, productivity rates, and technological changes to ensure optimal resource utilization and drive sustainable economic and social development.
