Abstract

أصبح التخطيط العلمي سمة بارزة في العصر الحديث، خاصة بعد أن بدأت معظم الدول النامية في السعي لبناء مجتمعات جديدة تتميز بالكفاية والعدالة بعد معاناتها من الاستعمار والظلم. عانت هذه الدول لقرون طويلة من الفقر والجهل والمرض، مما أدى إلى تخلف مواطنيها عن ركب الحضارة. غالبًا ما كانت برامج الإصلاح التي أعلنتها الحكومات مجرد شعارات سياسية، ترددها الأحزاب دون تنفيذ فعلي. حتى البرامج التي تم تنفيذها كانت تفتقر إلى التخطيط العلمي السليم، وغالبًا ما كانت تعتمد على الارتجالية. العديد من البرامج الإصلاحية التي حظيت باهتمام الإعلام انتهت إلى أن تصبح مجرد ملفات مهملة، دون أي تأثير حقيقي على الواقع.

Scientific planning has become a prominent feature of the modern era, especially as many developing countries began striving to build new societies characterized by efficiency and justice after suffering from colonialism and oppression. These countries endured centuries of poverty, ignorance, and disease, resulting in their citizens lagging behind civilization. Often, the reform programs announced by governments were mere political slogans, echoed by parties without actual implementation. Even the programs that were executed lacked sound scientific planning and often relied on improvisation. Many reform initiatives that attracted media attention ultimately turned into neglected files, having no real impact on reality
