Abstract

تتناول هذه الدراسة مفهوم المشاركة الشعبية، باعتبارها أحد العناصر الأساسية لتحقيق التنمية المستدامة، مع التركيز على الحالة الخاصة بمجتمع شمال سيناء. يبدأ البحث بتوضيح الجوانب النظرية للمشاركة الشعبية، بما يشمل تعريفها، أهميتها، أنواعها، ودورها في التنمية والحكم المحلي. يستعرض البحث الجذور التاريخية للمشاركة الشعبية في سيناء قبل التحرير، مع تحليل الظروف الاجتماعية والاقتصادية للسكان، والتحديات التي واجهتهم. كما يناقش دور الدولة في تعزيز هذه المشاركة قبل التحرير. في المرحلة الأخيرة، تركز الدراسة على تطور المشاركة الشعبية في شمال سيناء بعد التحرير، مع تحليل للعوامل المؤثرة مثل الاستقرار السياسي والإيمان بالنماذج التنموية. تقدم الدراسة استخلاصات حول أهمية المشاركة الشعبية كعامل رئيسي لتحقيق التخطيط والتنمية، مع تحليل للتكاليف والفوائد الاقتصادية ذات الصلة.

This study explores the concept of popular participation as a cornerstone of sustainable development, with a special focus on North Sinai society. It begins by addressing the theoretical framework, including the definition, significance, types, and role of participation in governance and development. The research delves into the historical roots of popular participation in Sinai before liberation, analyzing the socio-economic conditions, challenges faced, and the state's role in fostering this participation. Additionally, it examines the evolution of participation during the displacement period. In the final section, the study highlights the development of popular participation in North Sinai after liberation, analyzing key factors like political stability and belief in developmental models. The study concludes with insights into the critical role of popular participation in planning and development, supported by an analysis of economic costs and benefits
