Abstract

تناقش الدراسة تأثير أزمة الخليج على كفاءة النظام التعليمي قبل الجامعي في مصر، بعد الغزو العراقي للكويت في أغسطس 1990. أدت الأزمة إلى نقص في الموارد الأجنبية، وزيادة معدلات البطالة، وعودة أكثر من 44,000 طالب مصري من الكويت والعراق. تركز الدراسة على كيفية استجابة وزارة التعليم لعودة هؤلاء الطلاب، والمشكلات التي واجهت أولياء الأمور في تسكينهم، بالإضافة إلى فقدان مستنداتهم. كما تتناول الدراسة تأثير هذه العودة على معدل استيعاب المدارس وكثافة الفصول، ومدى تجهيز المدارس من حيث المرافق والتجهيزات. تُظهر النتائج أن الأزمة كشفت عن عيوب في النظام التعليمي، مما يؤكد تدني معايير كفاءته الداخلية.

The study discusses the impact of the Gulf Crisis on the efficiency of the pre-university educational system in Egypt following the Iraqi invasion of Kuwait in August 1990. The crisis resulted in a shortage of foreign resources, increased unemployment rates, and the return of over 44,000 Egyptian students from Kuwait and Iraq. The study focuses on how the Ministry of Education responded to the return of these students, the challenges faced by parents in accommodating them, and issues related to lost documents. It also examines the effects of this return on school absorption rates and classroom density, as well as the adequacy of school facilities and resources. The findings indicate that the crisis revealed flaws in the educational system, highlighting the low standards of its internal efficiency.
