Abstract

تتناول هذه الدراسة ميزان المدفوعات وميزانية النقد الأجنبي كأدوات رئيسية للتخطيط الاقتصادي والمالي على المستوى الكلي. يوضح ميزان المدفوعات العلاقة الاقتصادية لدولة معينة مع العالم الخارجي من خلال تسجيل وتحليل جميع التدفقات النقدية المرتبطة بالتجارة، المساعدات، القروض، وحركة الذهب والعملات. يُعد هذا الميزان أداة حيوية لفهم المركز الاقتصادي للدولة وتأثير التحركات الخارجية عليه. كما ترتبط ميزانية النقد الأجنبي بشكل مباشر بميزان المدفوعات، حيث تمثل خطة مالية تُبنى على البيانات الواردة في هذا الميزان لتوجيه استخدامات النقد الأجنبي بما يعزز النمو الاقتصادي. تُبرز الدراسة أهمية هذين الأداتين في دعم القرارات الاقتصادية على المستويين الوطني والدولي.

This study examines the balance of payments statement and the foreign cash budget as essential tools for macroeconomic and financial planning. The balance of payments reflects a country’s economic relationship with the global economy by recording and analyzing all cash flows related to trade, foreign aid, loans, and the movement of gold and currencies. It is a critical tool for assessing a nation's economic position and the impact of external movements. The foreign cash budget is directly linked to the balance of payments, serving as a financial plan derived from its data to optimize the use of foreign currency in fostering economic growth. The study highlights the significance of these tools in supporting economic decisions at national and international levels
