اطار مقترح للشراكة بين الحكومة والمجتمع المدنى لتنمية المناطق العشوائية فى مصر- دراسة ميدانية

Abstract

تُعد الجمعيات الأهلية شريكاً أساسياً للدولة والقطاع الخاص في مواجهة العشوائيات وما ينجم عنها من مشكلات؛ حيث إنها لها دور كبير في سد فجوات كبيرة فيما يتعلق بالخدمات الاجتماعية، خاصة للفئات الفقيرة والمهمشة، ولها أهمية كبيرة في نجاح التنمية، خاصة في مجالات التنمية البشرية. وتبرز أهمية هذه الدراسة في بحثها لقضية الشراكة بين الدولة والجمعيات الأهلية في تطوير العشوائيات، تلك القضية التي تُعدُّ من الخطورة التي تستدعي أهمية أن تتكاتف كافة قطاعات الدولة بما فيها الجمعيات الأهلية لمواجهتها الأمر الذي لن يتحقق دون وجود إطار شراكة فاعل ومنظم يحدد الأدوار بمزيد من الدقه، بل ويدعم إلاستفادة والتكامل بين طرفي هذا الإطار حيث إن الدولة تمتلك الإمكانات الهائلة المادية والبشرية؛ لتطوير العشوائيات بينما يمتلك المجتمع المدني القدرات البرامجية والمرونة في التدخلات الإنمائية غير النمطية الهادفة لتغيير حياة البشر.

NGOs are an essential partner for the state and the private sector in facing slums and the problems that result from them. As it plays a major role in bridging large gaps with regard to social services, especially for the poor and marginalized groups, and it is of great importance in the success of development, especially in the areas of human development. The importance of this study is highlighted in its examination of the issue of partnership between the state and NGOs in the development of slums, an issue that is considered dangerous and calls for the importance of all sectors of the state, including NGOs, coming together to confront it, which will not be achieved without an effective and organized partnership framework that defines roles more precisely. Rather, it supports the benefit and integration between the two sides of this framework, as the state possesses the enormous material and human capabilities; To develop slums while civil society has the programmatic capabilities and flexibility of non-typical development interventions aimed at changing human lives.
