من أهم القضايا التى توجه عملية تخطيط التنمية الاقتصادية فى الدول النامية - وذلك بعد أن استقر أو شبه استقر شعبها أن التخطيط هو الأسلوب الذى يضمن لها دون غيره تحقيق التنمية الاقتصادية المعجلة – عملية تحديد الأدوات الكمية المناسبة التى يعتمد عليها المخطط فى اعداد الخطة القومية والتى يتوقف مدى كفاءة العملية التخطيطية والنجاح الذى يمكن تحقيق نظام التخطيط فى ترشيد عملية التنمية والتعجيل بها
