دور الصناعات الصغيرة فى الحد من البطالة فى مصر - دراسة مقارنة

Abstract

تعد البطالة واحدة من أهم المشكلات التى يواجهها الاقتصاد المصرى فى الآونة الأخيرة وهى من أكبر المعوقات التى توقف عملية التقدم والتنمية وتؤثر على المجتمع من كافة النواحى، وتواجه مصر ضغوطاً مستمرة نتيجة ارتفاع معدلات البطالة وزيادة قوة العمل والتى تفرض حاجتها إلى توفير فرص عمل تستوعب هذه الزيادة المستمرة، فالبطالة قضية تنمية شاملة ومواجهتها تتوقف على سياسات فعالة من جانب الدولة، وتتطلب المعالجة الجادة والفعالة لهذه المشكلة توفير المزيد من فرص العمل والتى يمكن أن تتم من خلال الصناعات الصغيرة بصورة أساسية، إلا أن هذا القطاع لم يستطع حتى الآن أن يستوعب الأعداد المتزايدة من العاطلين عن العمل ولم يحقق الدور المستهدف منه، لذا تتناول الدراسة مشكلة البطالة، وأحد الحلول لمواجهة تلك المشكلة وهى الصناعات الصغيرة القادرة على توفير فرص العمل التى لاتتطلب مهارات مرتفعة والتى تلائم واقع الاقتصاد المصرى، ومن هنا تكمن أهمية هذه الدراسة فى لفت الانتباه إلى هذه الصناعات ودورها فى الحد من مشكلة البطالة. وتهدف الدراسة إلى التعرف على واقع الصناعات الصغيرة والبطالة فى مصر ومقارنة مصر بعدد من الدول، وماهو الدور الذى يمكن أن تمارسه هذه الصناعات فى الحد من البطالة، وتعتمد فى تحديد هذا الدور على استخدام نموذج الانحدار الذاتى لتحديد ما إذا كان هناك علاقة سببية بين الصناعات الصغيرة والبطالة وتحديد دور كل منهما فى التأثير على الآخر باستخدام بيانات ربع سنوية من مسح القوى العاملة المصرى خلال الفترة (2008-2017)، وقد توصلت الدراسة إلى فعالية الصناعات الصغيرة فى التأثير على معدل البطالة وأيضاً فعالية البطالة فى التأثير على الصناعات الصغيرة فالعلاقة بينهما سببية ثنائية الاتجاه، كما أوضحت دوال الاستجابة أن كل متغير منهما يستجيب للصدمات فى المتغير الآخر ولكن بعد فترة من الزمن، إلا أن الصناعات الصغيرة ذات فعالية أكبر فى التأثير على البطالة، مما يشير إلى أهمية دور هذه الصناعات فى ظل الوضع الراهن والدور الهام الذى يمكن أن تقوم به فى علاج البطالة ومايترتب عليها من مشكلات، لذا يجب توجيه الاهتمام إلى هذا القطاع وتفعيل الخطط والاستراتيجيات الخاصة به.

Unemployment is one of the most important problems faced by the Egyptian economy in recent times, which is one of the biggest obstacles that stop the process of progress and development and affect the society from all aspects. Egypt faces continuous pressures due to high unemployment rates and increasing labor force, which impose their need to provide jobs to accommodate this continuous increase, which is a comprehensive development issue and confronting it depends on the country effective policies. Serious and effective treatment of this problem requires the provision of more jobs, which can be carried out mainly through small industries. However, in Egypt, this sector has so far been unable to absorb the increasing number of unemployed and hasn’t achieved the targeted role, so the study deals with the problem of unemployment, and one of the solutions to address the problem are small industries which is capable of providing jobs that don’t require high skills and appropriate to the reality of the Egyptian economy, Hence the importance of this study in drawing attention to these projects and their role in reducing the problem of unemployment. The study aims at identifying the reality of small industries and unemployment in Egypt and comparing Egypt with a number of countries, and the role which these enterprises can play in reducing unemployment. The study depends on using Vector Auto regression model to identify whether there is a causal relation between small industries and unemployment and determining their respective roles in influencing the other by using quarterly data from the Egyptian Labor Force Survey during the period (2008-2017). The study found that the effectiveness of small industries in influencing the unemployment rate and the effectiveness of unemployment in influencing small industries as the relationship is a two-way causality, the response functions showed that each variable responds to shocks in the other variable after a period, but small industries are more effective in influencing unemployment. This indicates the importance of the role of small industries in the current situation and the important role that can be done in the treatment of unemployment and the consequent problems, so attention should be paid to this sector and activating its own plans and strategies.
