تأثير الأزمة المالية الاقتصادية العالمية علي أداء الموازنة العامة في تشاد

Abstract

تعرضت هذه الدراسة لآثار الأزمة المالية الاقتصادية العالمية على الموازنة العامة في تشاد، وذلك على المستويين الإجمالي والتفصيلي، حيث تعرضت الدراسة لتأثير هذه الأزمة على مكونات الموازنة العامة المتمثلة في الإيرادات العامة والنفقات العامة والعجز المالي، ومن ثم آثار هذه المكونات على بعض المتغيرات الاقتصادية الكلية مثل الاستثمار العام والادخار العام، وكذلك الأثر على الدين العام والاستدامة المالية، وقدرة الدولة على سداد ديونها. وأخيرا انتهت الدراسة بالإشارة لأهم السياسات والإجراءات التى اتخذتها الحكومة ً التشادية على مستوى الاقتصاد الكلي لمواجهة الآثار الناتجة عن الأزمة المالية الاقتصادية العالمية

The study analyzed the impacts of the world economic financial crisis on the government budget in Chad, at both macro and detailed levels, where the study analyzed the impact of such crisis on the government budget components, represented in government revenues, government expenses, financial deficit, and then the impacts of such components on some macro economic variables, such as public investment and public saving, and also the impacts on the public debt and fiscal sustainability, and government's capacity to pay debts. Finally the study concluded with recommendations about the most important policies and procedures the Chadian government should take at the level of macro economy to face the impacts resulting from the world economic financial crisis.
