مشكلة الفقر وأثرها على التنمية البشرية

Abstract

یتناول البحث بالدراسة ظاهرة الفقر كواحدة من أهم وأقدم المعضلات التي شـهدتها المجتمعـات و أقرتهــا النظریــات، حیــث أصــبحت مشــكلة الفقــر تحــدیاً یمثــل خطــراً علــى ســلامة البنــاء الاجتمــاعي والأخلاقي والقیمي للمجتمع المصري إلى جانـب أنهـا تبقـى عنصـر تحـدي أمـام التنمیـة وتحقیـق مجتمـع الكفایــة. وقــد ســعت الدراســة إلــى التعــرف علــى مفــاهیم الفقــر ودراســة أســبابه فــي مصــر وتحلیــل آثــاره الاقتصــادیة والاجتماعیــة والسیاســیة. كــذلك هــدفت الدراســة إلــى التعــرف علــى مفهــوم التنمیــة البشــریة وتوضـیح العلاقـة بـین الفقـر والتنمیـة البشـریة، بالإضـافة إلـى اسـتعراض السیاسـات المتبعـة فـي مصـر للتخفیف من حدة الفقر. كما سعت الـى توضـیح الآثـار الإیجابیـة الممكـن أن تحـدثها أمـوال الزكـاة علـى كـل مـن: تـوافر فـرص العمـل والاسـتثمار وزیـادة الإنتـاج وتراجـع نسـب الفقـر، وعـرض مـا هیـة الرؤیـة الإسلامیة لعلاج مشكلة الفقر من خلال أمـوال الزكـاة باعتبارهـا مصـدراً مالیـاً مسـتمراً للمجتمـع، ومعرفـة طرق حسابها وتحصـیلها فهـي تعتبـر دعامـة أساسـیة لتحقیـق العدالـة الاجتماعیـة وركیـزة اقتصـادیة للحـد مـن مشـكلة الفقـر فـي المجتمـع، بحیـث یمكـن الوصـول إلـى إطـار مقتـرح لتفعیـل دور الزكـاة فـي عـلاج مشكلة الفقر في مصر.

This research intended to discusses poverty as one of the oldest, and most important conundrums that faces societies, and was theoretically proven. Poverty has become the most dangerous challenge that tnreatens the Egyptian society’values, morals, and social construction. Besides, it is an obstacle that hinders human development and economic sufficiency.Thus, the reseaeh was concerned to define the concept of poverty and examines its causes in Egypt, in addition to analyzing its social, economic ,political, and human effects. The research also, discussed the concept of “Human development” and clarified the link between poverty and human development. As it explained the possible policies that can be used to alleviate poverty, and the positive impact of alms money (Zakat) on: providing employment and investment, increasing production and reducing poverty ratios. The alms money are considered a basic pillar for social justice, and an economic tool to limit poverty in the society.
