دور البناء المؤسسي في تحسين أداء المنظمات غير الحكومية

Abstract

في ضوء الاهتمام المتزايد بالمنظمات غير الحكومية على المستويين المحلي والعالمي كفاعل وشريك أساسي في عملية التنمية، وفي ضوء ما تتمتع به تلك المنظمات من مزايا نسبية تؤهلها للقيام بذلك الدور مثل انخفاض التكاليف بسبب اعتمادها بصورة أو اخري على الجهود التطوعية، ومرونة هياكلها الإدارية، وتمتعها بثقة المانحين والمستفيدين، إلى جانب تنوع خدماتها ومجالات عملها؛ فان تلك تدفعنا الى البحث السبل والوسائل التى يمكن ان تعظم دور المنظمات غير الحكومية في مجتمعها وتزيل العراقيل التى تحول دون القيام بدورها التنموي المنشود.

The study aims to identify the key components of institutional building and the role of those components in improving the efficiency of the performance the efficiency the outputs of the nongovernmental organization as well as to identify the basic steps needed to achieve the institutional building of the NGO through an introductory section and three chapters. The introductory section deals with the importance of the study، its objectives and its questions and terminology. The section also provides a brief overview of some of the previous studies in this field. The first chapter consists of two sections، the first section overviews the history and evolution of the concept of civil society. The section also views Legislative and historical development of the NGOs as one of the components of civil society in Egypt. The second section deals with the concept of the institutional building of the NGO and its components and the basic difference between the institutional building and capacity building.
