تفعيل الدور التنموى للجمعيات الأهلية فى مصر، وصياغة معايير أساسية لتحديد أولويات مشروعاتها

Abstract

تمثل التنمية المحور الاساسى لجهود المجتمعات النامية -ومنها مصر- منذ حصلت على استقلالها فى بدايات النصف الثانى من القرن العشرين، ولكن هذه الجهود لم تنجح رغم طول الفترة الزمنية من جهة؛ و رغم تغير أيديولوجية هذه المجتمعات لاحقا من التوجه الاشتراكى الى اقتصاد السوق، ويعزو كثيرون سبب اخفاق تجاربنا التنموية الي نوعين من الخلل يتعلق أولهما بالرؤية التنموية وطبيعة الاهداف التى نسعي إلى تحقيقها فغالبا ما سعى مجتمعنا الي استنساخ تجارب مجتمعات اخرى.

Development Represents the main focus of the efforts of the developing societies - including Egypt - since it gained independence in the early second half of the twentieth century, but these efforts did not succeed, despite the length of time; and despite the change of societies ideology from socialist orientation to the market economy . Many Attribute the failure reason of our experiences of development into two types of defect; first respect to the development vision; and the nature of the goals that we seek to achieve; often our society sought cloning other communities experiments; which succeeded via this form - that fits its nature and circumstances -; while these visions not correspond to the nature and cultural privacy of our society , the other reason : The upper nature of our developmental experiences;, where the Government - or rather the Commander leader - puts the development vision; and prioritization; and distributes the roles on all community parties, and with the successive failures of developing societies , a new developmental paradigm of thought and practice had emerged; depends on achieving development through participation; and the distribution of developmental burdens and responsibilities between the state and the private sector and civil society.
