Abstract

إن تطبيق اللامركزية يعمل على تطوير برامج التنمية بسهولة . وتنفيذ خطط التنمية الإقليمية وإعادة تخصيص وتحويل الموارد والنفقات بين الحكومة المركزية وما تقدمة من اعانات مالية ورأسمالية للمناطق اللامركزية . حيث تلعب الاعانات دور فى سد الفجوة بين الأيرادات المحلية والنفقات وهذه الاعانات اما سيادية جارية أو قروض من بنك الأستثمار.

The application of decentralization works to develop development programs easily, implement regional development plans, and reallocate and transfer resources and expenditures between the central government and the financial and capital subsidies it provides to decentralized areas. Subsidies play a role in bridging the gap between local revenues and expenditures, and these subsidies are either current sovereign or loans from the investment bank.
