تقوم الدراسة على اتباع أسلوب التحليل الوصفى والإحصائى لبعض أهم وظائف الدولة فى قطاع الزراعة وعقد المقارنات وتحليل النتائج وربط ذلك بأهداف التنمية وإجراءاتها، اعتمادا على القليل المتاح من التجارب والأدبيات فى هذا المجال. وقد جاءت الدراسة فى خمسة فصول عدا المقدمة والملخص والتوصيات. يتناول الفصل الأول دور الدولة فى تمويل القطاع الزراعى والفصل الثانى دور الدولة فى الأسواق ومنع الاحتكار والفصل الثالث دور الدولة دور الدولة فى حماية محدودى الدخل ومجابهة تدنى مستوى المعيشة فى القطاع الزراعى والفصل الرابع دور الدولة فى حماية البيئة ومنع التلوث أما الفصل الخامس والأخير يتناول دور الدولة فى تحقيق أهداف التنمية الزراعية واساليبها. The study is based on the descriptive and statistical analysis method of some of the most important state functions in the agricultural sector, making comparisons, analyzing the results, and linking that to development goals and procedures, based on the little available experiences and literature in this field. The study came in five chapters, in addition to the introduction, summary, and recommendations.
The first chapter deals with the role of the state in financing the agricultural sector. The second chapter deals with the role of the state in the markets and preventing monopoly. The third chapter deals with the role of the state in protecting low-income people and confronting the low standard of living in the agricultural sector. The fourth chapter deals with the role of the state in protecting the environment and preventing pollution. The fifth and final chapter deals with the role of the state in achieving the goals and methods of agricultural development.
