217- نظم الإنذار المبكر والإستعداد والوقاية لمواجهة بعض الأزمات الاقتصادية والاجتماعية المحتملة / Early Warning Systems, Preparedness and Prevention to Address Several Economic and Social Crises

Abstract

يجمع العلماء والباحثون والخبراء على أننا نعيش الآن عصر الأزمات والكوارث ، حيث شهدت العقود الأخيرة وقوع العديد منها كافة المستويات العالمية والقومية والمحلية والمستويات الإقليمية والقطاعية وكذلك على مستوى الوحدات الاقتصادية وذلك على الرغم من التقدم العلمي و التكنولوجي الهائل فى دراسات التنبؤ بهذه الأزمات والكوارث وطرق مجابهة آثارها السلبية والاجتماعية والبيئية وبالتالي على النمو الاقتصادي وعلى القدرات التنافسية ، الأمر الذى يؤثر على رفاهية الشعوب بشكل عام.

The last decades, starting by the nineties, witnessed the onset of several crises at various levels in spite of the massive scientific and technological progress achieved in forecast studies, and in the means of combatting their negative impact on the economic, environmental and social fronts, this in turn has an impact on the welfare of people. Set against the backdrop of a series of a diverse and increasing crises in Egypt especially in view of the fact that Egypt is a crisis receptive economy in view of its adoption of principles of economic laissez faire, and open markets, government authorities had to reflect over a number of such issues including the manner of forecasting such crises and disasters; their early warning sings as well as the means to prepare for them so as to address their onset, or reduce the severity of their negative impact, if they occur.The present research tries to examine through analysis and study seven potential crises (at the national, sectorial and international levels), so as to study their early warning systems.
