Abstract

يعتبر موضوع المشاركة الشعبية من أهم الموضوعات التى شغلت بال علماء الإجتماع والسياسة والاقتصاد والإدارة فى كل من الدول النامية والمتقدمة على حد سواء قبل منتصف القرن الماضى. والتنمية المعاصرة ركزت على عولمة القضايا الاقتصادية من خلالآليات الشراكة الدولية. والتى ركزت على إستخدام المجتمعات المدنية للشعوب كآلية يتم من خلالها تنفيذ السياسات العالمية لقضايا التنمية الإجتماعية على المستويات القومية والدولية والعالمية. فإن المشاركة الشعبية والشراكة الدولية آليتان تستهدفان تحقيق التنمية فى المجالات الإجتماعية والاقتصادية والإداره.

The topic of popular participation is one of the most important topics that occupied the minds of sociologists, politicians, economists and administrators in both developing and developed countries alike before the middle of the last century. Contemporary development focused on the globalization of economic issues through international partnership mechanisms. Which focused on the use of Civil societies of peoples as a mechanism through which global policies are implemented for social development issues at the national, international and global levels. Popular participation and international partnership are two mechanisms that aim to achieve development in the social, economic and administrative fields.
