236- أثر تطبيق اللامركزية على تنمية المحافظات المصرية (بالتطبيق على قطاع التنمية المحلية) / The Effect of Decentralization on the Development of the Egyptian Governorates (with an Application on the Local Development Sector)

Abstract

مما لا شك فيه أن تطبيق اللامركزية ليس هدفا فى حد ذاته، بل هو وسيلة لتحقيق التنمية الشاملة بأبعادها، وقد تبنت الحكومة المصرية تطبيق اللامركزية من خلال البرامج الخاصة بقطاع التنمية المحلية، والتى تتضمن بعض البرامج الخدمية التى تنفذ من خلال المحافظات، وذلك باعتبار أحد القطاعات المؤثرة على الحياة اليومية للسكان، بحيث يتم تعميم الاستفادة من تطبيق اللامركزية فى هذا القطاع، وقد استهدف ذلك تمكين المحليات من إدارة عملية التنمية على مستواها بدء من تحديد الاحتياجات حسب الأولويات وتوزيع المخصصات الى عملية التوزيع والمتابعة، امتدادا إلى عمليات الرقابة والمساءلة، بما يصب فى مزيد من الصلاحيات ودعم الاختصاصات ويساهم فى مكافحة الفساد فى المحليات. ومن ثم استهدفت الدراسة تقييم الآثار الايجابية والسلبية المترتبة على تطبيق اللامركزية، وانعكاساتها على كفاءة وفعالية تقديم الخدمات العامة، بما يتناسب مع احتياجات وتفضيلات السكان.

There is no doubt that decentralization is not an end in itself, but it is a means to achieve comprehensive development dimension.The Egyptian government has adopted decentralization through programs of the local development sector, which presents some services that are implemented through governorates. As a sector affecting the daily life of the population, universal access to decentralization in the sector was aimed at the empowerment of municipalities to manage the development process at its level, starting by the identification of needs according to priorities and allocations, to the implementation and follow-up process, in addition to the oversight and accountability. This includes further support of the powers and functions and contributes to the fight against corruption in municipalities. This study aimed to assess the effects of positive and negative aspects of decentralization on the delivery of public services, according to the needs and preferences of the population.
