239- تطوير النظام القومي لإدارة الدولة بالمعلومات وتكنولوجياتها كركيزة أساسية لتنمية مصر / Development of the National System of the State Administration and its Technologies as a Cornerstone for the Development of Egypt

Abstract

مصر فى مسيس الحاجة لتحديد رؤية إستراتيجية مناسبة للتنمية ومسار استراتيجي لها ولطرح مفاهيم مستنيرة للتغير الاستراتيجي وللتخطيط القومى بها وذلك انطلاقا من منظور شمولى ومنظومى للتنمية، فى ضوء ربط الواقع الموضوعى لمصر بالنظام والاقتصاد العالمى الجديد المبنى على المعلومات والمعرفة، بالارتكاز على البحث العلمى والتطوير التكنولوجى من جهة وتطوير نمط نظام إدارة الدولة بالمعلومات وتكنولوجياتها من جهة أخرى.وهذا ما يستلزم رصد وتحليل وتقييم منظومة المعلومات وتكنولوجياتها بمصر فنيا واقتصاديا للتعرف على مشاكلها لتطويرها وتطوير قطاع المعلومات بمفهومه الواسع بعد تحديد الرؤية الإستراتيجية للتطوير، وذلك بما يساعد على تدفق المعلومات بين قطاعات ومؤسسات الدولة المختلفة وبحيث يتوافق مع متطلبات تحقيق المصالح الوطنية والأمن القومى وحتى يمكن الانتقال السلس من دولة تقليدية إلى دولة المعلومات والمعرفة.

Egypt is in Urgent need for posting appropriate strategic vision of development and path for strategic transformation and corresponding national planning concepts. This task has to be done on the basis of comprehensive and systemic paradigm of development process in all its subsystems. It is necessary also to assure linking Egypt with the new world order and “new economy”- based on information and knowledge and well-established on scientific research and technological development. All of above tasks necessitates monitoring, analyzing and evaluation of system information technology in Egypt, from the technical and economic aspects, in order to put a better definition of their problems, paving the road to developing information sector in its broad sense according to the determined strategic vision. This could easily enhance the flow of information among the different sectors and institutions of the state, in accordance with the requirements of fulfillment of the national interests and the national security, so as to achieve the smooth transition from “traditional” state to new information- and- knowledge state”.
