The partnership between the government and the private sector and the civil society became a dominant phenomenon due to the increasing pressures on government budgets and the lack of efficiency ofgovernment services.Several projects of partnership in infrastructure were implemented in addition to social infrastructure such as health, education and other services. Therefore, this study aims to identify the importance of partnership in the service sector, especially education and health and highlights the role of key actors and how this can help to motivate growth and equality in Egypt. The results suggest that partnership will lead to the strengthening of the education and health sectors through establishing many schools and hospitals with effective management and providing more efficient service, and this will be reflected in more growth, but equity is still a far dream. It seems that the process of expanding the partnership is subjected to the availability of clear vision to provide an encouraging environment to maximize the partnership, and to achieve balanced development among the governorates in Egypt.
