202- سياسات إدارة الطاقة فى مصر فى ظل المتغيرات المحلية والإقليمية والعالمية / Policies of Energy Management in Egypt in the Light of Local, Regional and International Variables

Abstract

تشمل هذه الدراسة ستة فصول.فى الفصل الأول تم إلقاء الضوء على أهم الثوابت المحلية والإقليمية والعالمية، والأبعاد الرئيسية لمعالجة قضايا الطاقة من منظور متكامل ( الأبعاد الاقتصادية والاجتماعية والفنية والإستراتيجية والأمنية والبيئية ).كما تم إبراز التحديات التى تواجه كلا من قطاعى البترول والكهرباء ، بالإضافة إلى صياغة أهم المنطلقات والأهداف الاستراتيجية . وفى الفصل الثانى تم إلقاء الضوء على أهم أنواع وكميات ومواقع وامكانات استخدام مصادر الطاقة الطبيعية غير المتجددة في مصر (زيت البترول الخام والمتكثفات والغاز الطبيعى، والفحم والوقود النووى والبيتومين الطبيعى والطفلة البترولية) ، بالإضافة إلى مصادر الطاقة المتجددة في مصر (الطاقة الشمسية والطاقة الكهرومائية وطاقة الرياح وطاقة الكتلة الإحيائية).

This study highlights the strategic importance of the Energy Sector in Egypt. It identifies its challenges, opportunities and driving forces, mainly the technological R&D and the oil prices. The study provides an assessment of the energy resources available to meet the energy requirements, and examines the structural changes of the energy sector in Egypt (energy reserves, production and consumption). For each source of energy,the study gives comparative analysis during the period (1999/2000-2005/2006). In addition, more emphasis is given to the analysis of the international oil prices during (1970-2007) and the pricing mechanism. As well, the study highlights the Arab, African and International Cooperation in the field of energy, with more emphasis on the effective role of the Organization for Arab Prtroleum Exporting Countries (OAPEC), the Organization for Petroleum Exporting Countries (OPEC), and the International Energy Agency (IEA). The study highlights the technologicalR&D in the field of oil, natural gas and coal extraction, oil refining, petrochemicals, development of new (including nuclear power) and renewable energy resources.
