Abstract

تمثل إتفاقية ( الجات) خاتمة لمطاف طويل على طريق تحرير التجارة العالمية والحقيقة أن ( الجات) قد نصت على إجراء خفض جذرى متبادل فى التعريفات الجمركية بين الدول الأعضاء . ولم تستهدف وضع أسس نظام تجارى دولى كامل . إيذانا بمحدودية الجات وعدم وفائها بمتطلبات توسيع وتحرير التجارة بالإضافة الى سياسات الدعم الزراعى . والسياسات الزراعية المشتركة لمجموعات الدول الأوروبية . أما الخدمات فقد ظلت بعيدة عن مظلة (الجات) .

The GATT represents the end of a long journey on the road to liberalizing world trade. The truth is that the GATT stipulated a radical reciprocal reduction in customs tariffs between member states. It did not aim to establish the foundations of a complete international trade system. This indicates the limitations of the GATT and its failure to meet the requirements of expanding and liberalizing trade, in addition to agricultural support policies and the common agricultural policies of the European countries. As for services, they remained outside the GATT umbrella.
