Abstract

أما الدراسة في هذه المرحلة ( المرحلة الثانية ) فقد كانت تستهدف : إثبات الحق التاريخي والقانوني لحصة مصر من مياه النيل وكذا عرض العلاقات المائية الدولية المتعلقة بمياه نهر النيل ودول حوض النيل . وكذلك علاقة ظاهرة النينو وتأثيرها على كمية الأمطار الساقطة على منابع نهر النيل وكذلك أثرها على معدلات الأمطار الساقطة على مصر . وبهدف وضع أسس تحديد تكلفة المياه فقد تم استعراض بعض الأساليب الكمية لحساب تكاليف إمداد المياه للقطاع الخاص. وبغرض رسم سيناريوهات بديلة لعناصر الإنتاج للقطاع الزراعي فقد تم تطبيق نموذج برمجة خطية ثنائي الهدف ترجيحي على ثلاث عروات زراعية في مصر وذلك للمساهمة في وضع السياسات الزراعية لمساعدة متخذي القرار في تخصيص الموارد والاستخدام الأمثل في القطاع الزراعي.

The study at this stage (the second stage) aimed to: - Establish the historical and legal right of Egypt to its share of the Nile waters, as well as to present the international water relations concerning the Nile River and the Nile Basin countries. - Examine the relationship between the El Niño phenomenon and its impact on the amount of rainfall falling on the sources of the Nile River, as well as its effect on the rainfall rates in Egypt. To lay the foundations for determining water costs, some quantitative methods for calculating the costs of water supply for the private sector were reviewed. In order to draw alternative scenarios for the production elements in the agricultural sector, a bi-objective linear programming model was applied to three agricultural crops in Egypt. This aims to contribute to the agricultural policies that assist decision-makers in resource allocation and optimal use in the agricultural sector.
