Abstract

زيادة الإنفاق العام عن الموارد العامة الى ظهور مشكلة العجز فى الموازنة العامة للدولة ، الأمر الذى تضطر معه الحكومة الى الإقتراض لتغطية هذا العجز وهذا يشكل مشكلة لتمويل الإنفاق الإستثمارى بما له من آثار إيجابية على إمكانيات ومعدلات التنمية فى الاقتصاد القومى . ولذلك يدرس مجالات وإمكانيات زيادة فعالية إدارة الدين العام المحلى والعمل على علاج الأسباب التى أدت الى إرتفاعه ووضع حلول لتقليل أعبائه حتى يمكن تقليل من آثار سلبية على الاقتصاد القومى .

The increase in public spending over public resources leads to the emergence of the problem of the deficit in the state’s general budget, which forces the government to borrow to cover this deficit. This constitutes a problem for financing investment spending, which has positive effects on the capabilities of And the development rates in the national economy. Therefore, it studies the areas and possibilities of increasing the effectiveness of local public debt management and working to address the causes that led to its increase and developing solutions to reduce its burdens so that the negative effects on the national economy can be reduced.
