آليات تحقيق اللامركزية فى تخطيط وتنفيذ ومتابعة وتقييم البرنامج السكاني فى مصر / The Mechanisms of Realizing Decentralization in Planning, Conducting, Following up and Evaluation of the Population Program in Egypt

تهدف هذه الدراسة إلى تقييم كفاءة منظومة البرامج السكانية (تخطيط وتنفيذ ومتابعة وتقييم الأنشطة السكانية) في مصر على المستويين القومي والحكومي، واقتراح الخطوط الرئيسية لاستكمال نظم التخطيط الاستراتيجي للوصول إلى المركز الإداري للمساعدة في تحقيق المبادئ الأساسية للسياسات السكانية في مصر (2002-2017). وقد ساعد الاستفادة من المعلومات السابقة من المصادر المتاحة في التوصل إلى إطار عام لعناصر الخطة الاستراتيجية والتي تشمل (الأهداف – الأهداف الوسيطة – تحليل الوضع السكاني، تحليل الوضع، الإسقاط السكاني، تحليل WWOC – تحديد الأهداف الوسيطة كمياً – بناء الخطط الاستراتيجية ومتابعتها وتقييمها). This study aims at evaluating the efficiency of the population program system (planning, conducting, following up, and evaluation of population activities) in Egypt, on the national and governmental levels, and suggesting the main lines of completing the systems of the strategic planning to reach the Administrative Center to help in achieving the key principles of population policies in Egypt (2002-2017). The utilization of the above information from available sources helped in achieving a general framework for the elements of the strategic plan, which include (Goals - Intermediate Targets - Analysis of Population Situation, Situation analysis, Population Projection, WWOC Analysis - Determining the intermediate targets quantitatively - Constructing the strategic plans Following - up and evaluation).
