Pushing economic and social development process needs activating all the society capabilities especially in borders governorates, which presents 77.7% from the total area of Egypt and 1.5% only from its total population. Borders governorates possess development requirements for solving society problems. This study is analytical using surveys for discovering potential capabilities of borders governorates especially Sinai, that haven’t been exploited efficiently until now and how to exploit them considering current regional situation, and determining development obstacles, as a trial of framing balanced development vision based on available resources. The study results show that in spite of possessing all development requirements, which if used efficiently could raise productivity and employment rates, development process in desert regions generally and in Sinai especially faces many obstacles (natural, economic, social, secure... etc) which we should determine its size and dimensions and set the appropriate policies for overcoming them.
