Abstract

بالبحث فى عمل الجمعيات الأهلية فى مجال التعليم نجد إشكاليات عديدة تحد من عمل الجمعيات الأهلية بكفاءة داخل المؤسسات التعليمية بشكل عام وفى مجال دعم وتربية المواطنة بشكل خاص ، وقد أكدت الدراسات السابقة أنه برغم حرص وزارة التربية والتعليم فى مصر على تفعيل المشاركة المجتمعية فى إصلاح وتطوير منظومة التعليم إلا أن الواقع يشير إلى عزلة المؤسسات التعليمية فى علاقتها بالمؤسسات المجتمعية ومن ضمنها الجمعيات الأهلية . وبالإضافة إلى ماسبق فإن هناك إشكاليات عدة تعوق وجود شراكة فاعلة بين الدولة والجمعيات الأهلية خاصة فيما يرتبط بقضية تعليم المواطنة داخل مؤسسات التعليم الحكومى وبالطبع فإن هذه الإشكاليات منها مايعود إلى الدولة ممثلة فى وزارة التربية والتعليم ومنها مايعود إلى الجمعيات الأهلية وهو ماتهتم به هذه الدراسة البحثية بطرحه ودراسته بهدف التوصل إلى إطار شراكة فاعل وكفء فيما بين الدولة والجمعيات الأهلية لدعم تعليم المواطنة داخل مؤسسات التعليم الحكومي ماقبل الجامعي

There are several problems that impede the existence of an effective partnership between the state and civil societies in relation to citizenship education in public education institutions, including: What belongs to the state represented by the Ministry of Education, and some of which belongs to civil societies. The study aimed to come up with a framework that includes best practices related to the partnership between the state and NGOs. To achieve a greater spread of citizenship education in pre-university public education institutions. The researcher used the descriptive approach to describe the community of the phenomenon, and to analyze the responses of those targeted by the parties of the partnership through a questionnaire applied with both government and civil society representatives, in addition to surveying the opinions of experts and those interested in the issue under study using a wave interview guide.
